Education is the basic of social development and progress. With the development and progress of society, education needs to reform and innovation. The school carries important mission and responsibility on the basic reformed education in China, whereas, the teachers carries important mission and responsibility on the road of the reform and innovation of the school. Teachers are required to actively participate in school management and school decision-making so as to reform and innovation. As a result,teachers are carrying an important mission, which play an important role in school reform and innovation.This research takes the teachers who participate in school decision-making in middle school in Shihezi as the research object, uses the method of questionnaire and interview to investigate this study. In theoretical aspect, this paper defines the concept of teacher participation in school decision and discuss the basic of teacher participation in school decision. In practical aspect, by researching the teachers who participate in school decision in middle school in Shihezi to analyze the reason that affect Shihezi middle school teachers’ participation in school decision-making and explore the countermeasures to improve the middle school teachers’ participation in school decision-making.This paper adopts the Chen Dachao and Liu Xingchun’s decision questionnaire “the questionnaire of teachers’ participation in school management”. Six middle schools in Shihezi are selected randomly and investigated on their teachers’ participation in school decision-making. Through the questionnaire survey investigates the middle school teachers’ participation in six school in Shihezi, and interview the six schools’ principals and some teachers.Based on the understanding of the current situation, this paper finds that the main problems of Shihezi middle school teachers’ participation in school decision-making are embodied in the following three aspects:(1) there are significant differences of teachers’ participation in school decision-making between actual participation and expectations of participation, and the actual participation status was significantly lower than expected level of participation;(2) teachers’ actual participation in school decision-making situation cannot meet the needs of teachers’ participation in school decision-making;(3) participation in the school decision-making subjects are significantly different. Female teachers’ participation is lower than that of male teachers. The age of teaching is higher, the lower the degree of participation in the show the expected. Different positions of teachers in the actual participation in school decision-making is significantly different, the higher the position, the higher the actual participation. This paper from the social factor, school factor, the principle factor and teacher factor to analyze the causes of this situation. The top four seeded leading to the lower participation in school decision-making are not the teachers themselves, on the contrary, due to the democratic atmosphere, lack of democratic management awareness and safeguard measures other external factors.The research results of this paper can enrich the theory of school management system, which is the core of the principal responsibility system. It is helpful to understand and know teachers’ participation in school decision-making from the essence, and provide theoretical reference for further perfecting therelevant policies of teachers’ participation in school decision-making. Shihezi middle school teachers in school decision-making research is conducive to improve the level of school management, and in favor of improving the quality of the education.
