To seek and promote the public interest is the starting point of government decision-making, but also the soul of government decision-making and end. However, because the government is also a relatively independent social organizations, also have their own interests and values orientation, which makes the decision-making results public interest and public costs of the phenomenon of uneven distribution possible. In these circumstances, NGOS actively participate in government decision-making is undoubtedly a fair and reasonable distribution of the various interests of an important guarantee.In this circumstance, the thesis researches on the problem in the government decision-making of NGO in Qiqihar City. At first, the thesis goes into the background and significance, makes an explanation of the non-governmental organization relevance theory with government decision-making, comply with NGO and three aspects have been introduced of NGO in Qiqihar City type and characteristic, eight kinds of ways of policy participation about NGO in Qiqihar City. Participation of government decision-making current situation, and having summed up out the suggestion representing, providing information and policy directly has participated in government decision-making approach. By Qiqihar City soybean and potato association, the Qiqihar City red-crowned crane has protection association, this two real NGOs influence participation in government decision-making in locality case. They has pointed out policy participation of NGOs in Qiqihar City in government decision-making have problems and detailed analysis have been analysised, two aspects have been brought out for the problems all above from subjectivity and the objective.
