After expanding the college enrollment scale for ten years, the national higher education has already achieved the basic level of"popularity"with the gradual formulation of diversified running-school pattern. Along with the country's normalizing the running-school mechanism of independent institutes, this brand-new school-running mechanism has obtained widespread recognition in society. Taking the research methods of investigation, literature review, comparison and mathematical statistic and so on, this paper mainly investigates and contrasts sports management system, sports curriculum teaching, extracurricular sports, PE teachers'condition, students'physical health standard test and sports fields and facilities of the 18 independent institutes and parent school in Hebei Province. Then the SPSS17.0 software is used to carry on the mathematical statistic as well as the logic analysis and the findings and conclusions are as follows:1. Compared with the parent school, the sports management system of the independent institutes is extremely unreasonable. 50% of the independent institutes'sports work is still managed by the parent colleges. As for the other 9 colleges, two of them have implemented secondary management and established physical culture & sports commission but they haven't carried out any routine work .2.There is huge deficiency in teaching hours of PE class. Lack of standardized teaching documents, unitary teaching pattern and means, backward teaching methods, one-sided teaching appraisal and the oversized class capacity are all the problems.3. Lack of organization and monotonous content exist in extracurricular physical training and sports competition. There are only a few school delegations with small chance of attending regulation game and incomplete training plan.4. The number of full-time PE teacher is small. Almost half of the teaching tasks are finished by external teachers. The composition of full-time teacher is unreasonable. Most of them have obtained the school record of undergraduate course primarily with a few higher titles and many elementary academic titles. There are more male and fewer female teachers, more young and fewer middle and old aged teachers, leading to the imbalanced age problem. Their majors concentrate on several projects and they enjoy a comparatively low work treatment.5. The task of testing the students'physical health standard is not finished satisfactorily. Seldom do they report the test result to Ministry of Education as required. And there is no specialized test ground and particular person responsible for carrying out the test.6, Compared with the parent school, the stadium construction lags far behind, leading to the insufficient moving area for each student. In particular, the indoor sports facilities are deficient, having a huge difference with the requirement of Ministry of Education.In view of the present sports situation of the independent institutes in Hebei Province, according to running school requirements for independent institutes by our country, taking the successful experience concerning the sports work of the state colleges and universities as well as the outstanding independent institutes as a reference, this paper proposes several development countermeasures:1. Perfect the sports management system of independent institutes; get separated from the parent colleges and universities as soon as possible; establish an independent sports management department; set up the school physical culture and sport commission; implement secondary management.2.Draw lessons from the running school experience of parent colleges and universities and implement the sports curriculum reform vigorously. Transform teaching idea, optimize teaching form, expand the course content, and consummate the appraisal system.3. Carry out the extracurricular sports positively, cultivate students'lifelong physical training habit, strengthen organization and management, closely combine in-class and after-class activities and build good campus sports culture atmosphere.4. Use various methods to construct a full-time PE teaching faculty with reasonable age, gender, specialty and the title structure.5. Pay much attention to the student physical health standard test work and carry out all the requirements.6. Expand investment to improve sports infrastructure and condition, as well as create good exercise environment.
