| The independent institute's appearance and the development have made the great contribution to satisfied the people's demand of the higher education,promote the internal organizational reform of the higher education,stimulate resources storage quantity of the higher education,expand the study programs scale of undergraduate course level,alleviate funds short of the higher education,urge the competition between College and each higher education organization school and so on.Certainly, inevitable it have produced some problems in the development process because of its short time in the development, like quality of the education, school internal management, questions of teachers, appraisal system and so on.Those are the results and questions which all the independent institutes meet in the development. However, Gansu Province, situated at the western of China ,which progresses had made, what questions had met in the development and which questions is worth to be researched and analysised. Gansu Province in the economic development level or the human resources rich degree and so on these have in the close relation factor to the independent institute development and southeast and the South China other various provinces situation have the very big difference.This investigation tries hard to fully survey the present situation through Questionnaire survey and interview between the superintendents, the teachers and the students. we carries on the research analysis mainly from the school guiding principle and the school characteristic, the teachers troop construction, the teaching condition, the specialized construction and the educational reform, the quality of teaching and the management, the teaching effect and the logistic management seven aspects. Then we can withdraw the successful experience and obtain some questions which existed in recent years. Finally, we propose the feasibility suggestion for the independent institute's further development.
