Entering in the new century, Management of our universities is paying special attention to international exchange and cooperation in our country. Accompany with more and more foreign teachers participate in teaching in universities, the administrators of colleges and universities should improve the management system, the apply motivation theory, mobilize the enthusiasm of foreign teachers to explore the maximum potential of foreign teachers. That how to manage foreign teachers scientifically and efficiently and to encourage them to play a better performance in teaching, research is not only very necessary but urgent.As foreign teachers being object of survey, combining foreign teachers'teaching characteristics with motivation theory of management, this study analyzes the demand characteristics of foreign teachers using the combination method of questionnaires, case study and interviews. And also, the study deeply analyzes the current condition of foreign teachers'motivation in our universities and puts forward a set of detailed motivation strategy to manage foreign teachers based on the theories of hierarchy of needs, expectancy theory, and two-factor theory and integrating human resources management, management, organizational behavior, psychology, which provides reference for studies of foreign teachers'motivation and formulation of relevant motivation measure.
