| In twenty-first century, knowledge has become a strong power to promote the development of society and country, and the application and development of knowledge are also getting more and more emphasis from our country. With the booming international exchange and cooperation, the demands for foreign language talents are increasing. As a specialized agency of cultivating talents for the country and society,colleges and universities have embarked on the path of educational internationalization.Under this background, the foreign teachers gradually integrate into our colleges and universities, and have become important and indispensable resources for foreign language education, therefore in order to achieve the goal of administrating foreign teachers, the relevant government department establishes the hierarchical organizations,namely the State Administration of Foreign Experts Affairs, PRC., Administration of Foreign Experts Affairs on provincial level, section of foreign affairs in colleges and universities, which schematize, supervise, and administrate foreign teachers in colleges and universities.However, through literature study, the conclusion can be made that many problems exist in colleges and universities’ administration of foreign teachers because of limited capacity and overweight responsibility. The research of existing administration system of foreign teachers in colleges and universities on three levels is triggered by the situations and problems of foreign teachers’ administration in S university through the method of case study and the conclusion is that there are problems of role assignments and communicative system in existing administrative system. The fact that the administrative problems of foreign teachers in S university have universality is found by method of literature research. On this basis, through the deep research on the two-factor theory, equity theory, theory of goal setting and its feedback mechanism, the suggestion that the mode of foreign teachers’ three-level linkage administration should be constructed is put forward, with expectation that by repositioning the roles of the threelevel organizations, the current dilemmas of administrating foreign teachers that exist in section of foreign affairs in colleges and universities could be solved and the administrative advantages of three-level organizations could be exerted and theeffectiveness of colleges and universities in cultivating related talents could be improved, and with the expectation that through the establishment of three-level organizations’ gapless communicative mechanism, variously potential problems from the process of foreign teachers’ administration could be positioned prospectively and timely and its ability of preventing and controlling risks could be improved. |
