Long goal, education-oriented; educational plans, teacher-centered. This slogan was put forward twenty four years ago. At present, the development of China's education has already entered into a new stage, in which two tasks would be finished: improvement of education quality and construction of a human resource power. To accomplish the new tasks and to achieve the new objectives, strengthening the construction of teaching body and improving the teachers' quality should be considered as an important strategic task. Basic education is the top priority of education cause. Therefore, the followings are an important basic project for strengthening teaching body construction: to ensure primary and secondary teachers the salary and conditions according to the law; to establish a good mechanism attracting talented people to be life long or long-term teachers. Only first-class education can cultivate first-class talent; only first-class talent can build first-class country, and first-class education, first-class talents simply depends on the first-class teachers.Our Party and the country have always attached great importance to the treatment of teachers. To attract more outstanding personnel into education, and encourage practical teachers to work hard, in December 2008, 41st State Council executive meeting decided, from February 1st 2009, that the performance pay system would be first carried out in compulsory education system and the meeting also issued a document called Instructions for Implementation of Performance Pay in Compulsory Schools. After two years practice, it has been proved that the implementation of performance pay further improved the income level of the majority of primary and secondary teachers, further enhanced the attractiveness of the teaching profession, promoted rational allocation of teacher resources and the balanced development of China's basic education. Meanwhile, there have also been some problems in the practice and reform of performance pay system, such as inadequate financial input, imperfect performance appraisal and monitoring mechanisms, unreasonable distribution of performance pay, a mere formality of the implementation of performance pay in some areas , etc. Thus, all above have affected the expected results of reform, and even hindered the improvement of the quality of basic education and future development. Therefore, to find problems in the implementation process, to deeply analyze the restraining factors influencing implementation of performance pay system and put forward useful measures and suggestions will be of great significance for promoting the reform of performance pay system of teachers in primary and secondary schools. The paper first elaborated the purpose and significance of the study, study abroad and at home, research ideas and methods. And also, the connotation and extension of some concepts involved in the paper were defined. Secondly, the author reviewed the development of performance pay implementation of primary and secondary school teachers, combed relevant policies and pointed out basic content of the reform of performance pay system. Finally, according to the implementing situation of performance pay, the author proposed five major issues and analyzed objectively the restraining factors which will affect the implementation from three aspects.Based on the above analysis, the paper's focus is the four principles (principle of public welfare, principle of fairness, principle of competition and principle of incentive) which should be abided by in the reform of implementing performance pay system. The author has also analyzed some relevant principles. At the end of the paper, the author put forward some useful measures and suggestions, such as, providing effective legal and policy assurance, stable and sufficient financial support and establishing a long-term functioning mechanism of performance pay system for primary and secondary school teachers. Learn from the past, look to the future. We must proceed from the long term, from the future development of the country and nation. We need to have a profound understanding of the importance and emergency to deepen the income distribution system, to analyze and grasp the situation scientifically, to strengthen investigation and research, to intensify the reform, to innovate institutional mechanisms, to improve policies and measures, to effect the implementation of performance pay system, to accumulate experience for advancing the reform of the income distribution system , establishing and perfecting performance pay system.
