Education is the root of the hundreds of years enormous program .The quality of education will directly determine our future development. As a fundamental course, the math has impact on the whole elementary education quality. The formation of pupil math concepts will influence primary school mathematics result, and teaching strategies have direct affect on the forming process and results of concepts. To serve the rural education, our country vigorously promotes the rural distance education project, which influences teaching effect of primary school mathematics concepts.In view of this, this study regards students from grade 4 in the primary school as the research object, uses the bibliometric analysising and experiment method and questionnaire, and is completed by raising the question, analysising previous literature, and doing an teaching experiment. Paper is divided into seven parts of the subject:The first part is the introduction and divided into the research background, the research significance and purpose, the thought and method of the research, and the definitions of the important conceptions. The research background mainly expounds the country education various policies ,especially the rural education, and the importance of mathematical subject to education system; the purpose and significance of the study is based on the elementary school mathematics concepts and the RDE project; the thought and method of the study introduced research content and methods used in; the definition of the important conceptions is consisted of by the RDE project,the elementary school mathematics,teaching strategy.The second part is the literature review and questions and mainly analyzes and summarizes two aspects of the existing research: the first is related research on the elementary school mathematics teaching strategies. The second is related research on the elementary school mathematics teaching strategies based on the RDE project. Finally research problem is raised .The third part is the formation of elementary school mathematics teaching strategy based on the RDE project. This part Mainly formulates the theoretical basis and practical basis on elementary school mathematics teaching strategy, combining the RDE project, proposes school mathematics teaching strategy based on the RDE project.The fourth part is experiment on elementary school mathematics teaching strategy based on the RDE project. This part mainly expounds the aim of the experiment, assumptions, object, variables, materials and so on and presents the experiment result. The fifth part is the discussion on the study results and mainly expounds the various causes of the research results.The sixth part is based on the RDE project elementary school mathematics concept teaching strategy consummation and the suggestion. The main elaboration teaching strategy experiment needs to consummate the place, and puts forward the proposal regarding this.The seventh part will be studies the limitation and the future forecasts. Mainly elaborated this research's limitation, and has carried on the forecast to future research.
