In"The guidance outline of kindergarten education (Trial)", there is a clear provision:"Try to reduce the unnecessary collective action and transition link, reduce and eliminate the phenomenon of passive waiting."Through reviewed the literature researcher found, now at home and abroad the research on the phenomenon of children passively waiting was weak, the existing research lack of the comprehensive and systematic overall investigation about the phenomenon of children passively waiting. So the researcher decided to explore this area further.This research mainly adopts qualitative research methods, supplemented by quantitative research methods. Specific research method mainly is observation and interviews. Through the pre-observation, the whole observation and cases observation, and the interview of teachers, the researcher collected and recorded the link, time and expression of the phenomenon of children passively waiting. This study aims to separately present the current situation and analyze the reasons of the phenomenon of children passively waiting, on the basis of observations and discussions to propose the solution strategies,The results show that: 1.The phenomenon of children passively waiting is widespread in the daily life of children, especially in transition link, such as morning enrollment, washes and drinks, before and after lunch, getting up after noon break, before leaving the kindergarten, the performance is especially obvious. The performances of children passively waiting mostly are sitting quietly and be in a daze, running around and moving heedlessly, chatting, play–fighting, searching and throwing things, playing with toy purposelessly; 2. There are many reasons for the phenomenon of children passively waiting:(1)the kindergarten system are not reasonable enough, the limitation of kindergarten material base, the kindergarten personnel arrangements value teachers and contempt child-care workers , these reasons all result in children passive waiting in different levels;(2) the teacher's perception of time is weak, low professionalism, deal with emergencies improperly and the uniform requirements of the students can also cause children passive waiting; (3)the individual differences of children working speed will also lead to the occurrence of the phenomenon of children passively waiting.Based on the results, for how to dispel the phenomenon of children passively waiting, the researcher put forward the following suggestions: 1.To adjust and modify the rest system of kindergartens; 2. The recruitment must be strict accordance with the standards of admission placement, try to reduce the phenomenon of less students and more teachers; 3.To enhance the professionalism of teachers and improve their sense responsibility of young children; 4. Less uniform requirements, more decentralized activities; 5.The teacher and children work wholeheartedly together to deal with the emergency cases; 6.Clever scheduling and integration activities.
