Harbin Engineering University is located in Heilongjiang province. Due to its regional differences in income, the average level of the faculty pay is far below the country's eastern region, resulting HEU have a very unfavorable position in the external talent market competition.HEU have already put forward a "three-step" strategy to achieve the strategic objective that around the year 2020, the Harbin Engineering University will be built into a distinctive high-level research university.In January 7,2010 HEU held the university talent meeting. It clear the will to unswervingly push forward the first strategic,talent make the university Strong, and Action for "Shier Wu" Talent Program. On the basic of the above HEU hope to Crack the diffculties of talent to achieve the second strategic goal, and lay a solid foundation of talent to comprehensively promote the cause of science and the new development.This project provide reference to the proposed in order to achieve the school's strategy of creating a distinctive research university, has a special practical significance for the further development of Harbin Engineering University.This paper started with the basic theory of the economics and management science, made a comprehensive summary of the employee incentive and remuneration theories, Introduced an overview of the Harbin Engineering University remuneration system, made in-depth comparison of salaries incentive system for teachers home and abroad as well. On this basis, conducted a re-design incentive model of the Harbin Engineering University teachers'salaries.
