In China,retired teachers'income of vocational education institution and preschool run by the state owned enterprises are low.In order to solve this problem,the SASAC of the State Council,the Ministry of education,Ministry of Finance and the Ministry of human resources and social security Jointly issued the state-owned enterprises vocational education and preschool teachers retirement subsidy policy.To implementation of the central policy,a city established a local policy according to the spirit of the central government.But the local policy ignored consideration of the local history of the reform and development of state-owned enterprises and the interests of the people,and the amount of subsidy is enormous.It led to new conflicts in related groups and harmonious society pressure.This paper take the local policy as a case study,pay attention to the effect evaluation after the implementation of the policy and evaluation subject,reviewe the current situation of policy evaluation research,enrich the evaluation subject and the implementation of the main assessment survey and the interview,implement stakeholder model evaluation,put forward to perfect the state-owned enterprises in vocational education preschool teachers retirement subsidy policy suggestions.This paper is divided into six parts.The first part introduce the research background and significance,sort out the concept,the theory development and the deficiency in the theory practice of public policy,public policy evaluation and post evaluation of public policy,establish the research ideas and research methods.The second part introduces content and implementation effect of the local state-owned enterprises vocational education and preschool teachers retirement subsidy policy.The third part and the fourth part is the research design,the concrete implementation process and the summary result.The fifth part puts forward the policy suggestion according to the conclusion of the investigation.The sixth part.summarize the research,and put forward the future prospects.In this paper,government departments,stakeholders affected by policy,similar groups with stakeholders affected by policy.experts and scholars and news media are identified as stakeholders.This paper carry out a questionnaire survey of stakeholders,and carry out targeted interviews with lower satisfaction groups.Through investigation and analysis of statistics,the people of stakeholders affected by policy and the similar groups with stakeholders affected by policy are not satisfied with the local retirement subsidy policy.eir views include:1,It's lack of confirmation the basis of teacher identification:2,The audit mechanism needs to be improved;3,It's lack of policy explanation mechanism;4,Subsidies issued by the Department did not implement the policy.In view of the above problems,this paper puts forward the policy suggestions as follows:1,Improve the content of policy review;2.To improve the joint audit procedures between departments;3,perfect the policy explanation and the interest demand expression mechanism.
