Information technology and network technology has brought about changes in students learning, informal learning, lifelong learning concept is gradually been accepted by people and gradually into practice. Students in the information technology environment of learning should not be limited to a specific time (school hours) and a specific space (the classroom), but should not be limited because time and space to influence the students learning. Current UC, Blog and other social software are increasingly sophisticated in function, in order to provide learners with a free from the constraints of time learning platform, and in full consideration of the learners interests and hobbies UC set up a variety of online video programs.With UC, Blog popularization and promotion, students gradually move toward individual learning groups informal learning community of learning How to use UC, Blog set up informal learning community of students learning system, in order to effectively promote the students learning, educational technology has become an important topic in the field of research.In this paper, the current study of college students, using research method literature summarized nearly four years (2006 - 2009) to major domestic and foreign journals and the "Informal learning", "Learning Community", "Informal learning community" theme-related literature and conducted a comprehensive combing, summed up their research to extract the theme, content, and the main points. At the same time the use of participatory practice of law, personally involved in the UC's horizon PS school, PS graphic design graphic room, computer for beginners, English corner and other video chat rooms to study, through the blog records on-line chat room members, academic content, learning process.Using empirical research methods, interview, select the UC schools to study the PS of Wandering object, its members carried out interviews in conjunction with UC, Blog features, and UC, Blog informal learning community of college students in an active role in analysis of UC, Blog informal learning community of college students feasibility of the application. Finally, based on the UC, Blog of the informal learning community of students learning system modules and implementation of ideas for UC, Blog Learning System in the informal community of students, in particular, how to provide resources from the platform, communication platform, knowledge management platform such as auxiliary members of its community to provide a reference for learning. The use of UC, Blog learning system built on informal learning community of students learning environment, not only for college students at any time present a dynamic, interactive, and personalized learning content, but also for university students to provide students a strong knowledge management and support, enabling students to learn activities across time and space constraints for better learning. It facilitate the online teacher, expert instruction, but also started to facilitate members of the Community-based collaborative learning situations. In the UC, Blog provided by the learning environment, students at any time and place to learn can be truly reflected by college students as the center, the real basis for lifelong learning.
