The Research On Urban Communities Construction And Management Of Inner Mongolia

Urban community construction relates to three aspects of people's livelihood. They are the basic political system of China, the modern social management mode and the construction of city residents. In the community construction, there are two different types of social integration oriented. One is administrative guidance, namely, strengthen the function of grassroots governments. It mainly utilizes governments and its control of resources to integration from top-down and finally forms the new government society. Second is the Autonomous guidance, that is, strengthening the function of grass-roots communities. By getting more power from the government, community autonomy organization can be built. And through this organization we can mobilize social participation, and finally form the social community. It caused different thinking on community construction. The city governments pay attention to the management of community work, it makes the neighborhood committees are viewed as the community itself, and it makes the intention of the community construction is replaced as the foundations of the social management. But the primary objective of community service and community autonomy was virtually put on the position of minor. Therefore the core of regulating community organization construction is to expand the democratic rights of residents and to mobilize their participation in the enthusiasm of autonomy of primary level society.Town community development in Inner Mongolia is to prevent the trend of excessive administrative oriented, is to improve and perfect the community service, and is to focus on is the implementation of construction of urban residents autonomy system. Achieving these goals we should pay attention to two parts. One is we should update to the basic knowledge of the community construction, establish the basic direction of community development, and put the people's livelihood problems in the core location of all community works. Secondly, we should put the community service as the recent goals, put community autonomy as middle-term and long-term goals, and integrate the social resources under this goal. Thirdly, we should consider the community input as the inputs in public career and public products, and strengthen the construction of community facilities by the principle of classification management.
