A Study On Performance Evaluation For Community Culture Development

Community is a sociological term, originated in the Latin, meaning in common things and intimate partnership.Generally it refers to a certain geographical area inhabited by people who form the social life of the Community. At present, the scope of community mainly refers to the community of citizen areas that adjusted scope under the community of structural reform.With the advancing and deepening of Chinese economical system reform, as the cell of society, the community of status has been improving and people concerned the instruction and development of community more and more.Community culture construction is an important element of community establishment and is also the key to establish a harmonious community. The effect of community culture construction directly related to the level of civilization, as well as behavior consciousness of the residents, thus affect the development of society as a whole. Developing cultural construction in community all-around is a part of our country's socialism advanced cultural construction and is also an important way to deeply strengthen socialism spiritual construction, to propel people's all-around development and construct socialism harmonious society. How to master the effect of community culture construction,provide the direction to it accordingly, has became a focal point among people. This thesis introduces the theory of public sector performance evaluation to the community establishment; explore the performance of community culture construction through using the relevant theories and systems of governmental performance assessment for reference objectively in order to carry out the performance assessment of community cultural construction.The main research contents of the thesis are as follows:First, this thesis describes the research background with a start of showing the function of community culture and present situation of community cultural development, and then explains the purpose and significance of the thesis.On the basis of summarizing the relevant researches, it shows the community culture in the aspects of content, features, functions and principles.And it also introduces the theory of public sector performance assessment, suggests the connotation and objective orientation of community culture construction.Secondly, it discusses and analyses the principles of forming the performance assessment system of community culture construction, take steps to establish a target system scientifically, and select the grey-system assessment according to the features of the community culture development, establish the performance assessment model based on a multi-level grey relevant analysis. Finally, take instantiation research according to the system of performance assessment in community culture construction. Questionnaires are prepared, being used to collect and process data of the research from three communities of District Yu Hu in XiangTan. And it also take a model of community cultural construction based on the multi-level grey related analysis to research in order to check the rationality of the performance assessment system in community culture construction established in the thesis.
