Studies On Community Culture Development

Community Culture is the hard-core and foundation of Community building. To build up Harmonious Society , community culture development is in great importance. Nowadays, the guiding policy strategy in community building is to focus on community spiritual civilization development, by taking community culture development as practical approach, to foster healthy and sunshine community culture, and to meet the increasing demands on spiritual activities of community residents.As community culture is the key part of our community building strategy, the study on community will be of potential significance. This thesis,by taking Changshu City,Jiangsu Province as an example,looks the obstacles of current community culture building and discusses the relations between community culture issue and government role in the sector. It is regarded that there are problems for the system,infrastructure,human resource and policy mechanism for Chinese community culture development. The problems can be listed as dysfunction of administrative system in the sector, community culture facilities and service is out of date and not suitable for the new situation of community culture, human resource in culture sector is also far away from required., and more importantly, the local government always has to be the only one actor in the culture development, a collaborative mechanism is very much needed for a new policy regime in culture development. Due to the problems,the author believes that the government should play a more active role to build up healthy community culture,and a collaborative policy regime needed to be designed , including collaboration platform building, actors identification, co-building and co-utilizing mechanism among local government, Danwei, community and residents, and evaluation system of collaborative governance.
