Special higher education for the disabled plays an important role in socialist educational system. With the development of China's education and social civilization, especially the popularity o"fPeople-centered"theory, the problem of educational rights for the disabled youth enhanced increasing awareness, learning from international advanced experiences, and combining with the situation of our country, taking various measures, such as developing the disabled higher education with"model of special schools, special class in the ordinary school, and the Mainstreaming", Because of a very short history, the disabled higher education in China has a lot of problems that have not been solved well. In order to improve the situation of the disabled higher education in China, to protect the disabled youth's equal educational rights, to satisfy the disabled youth's needs for receiving higher level and qualified education, this paper tries to explore the present situation, problem and solving policy of the disabled high education in China.By means of documents study and field inspection, this paper explores on the present situation and problem of the disabled high education, and the solving methods to the severe questions in the theory and practice. Based on both theory and practice research on the disabled high education in China and abroad, this paper explores problems of the disabled high education at present on the aspects of Country, society, colleges and universities, disabled students. On the aspect of government, there are problems on the laws and regulations policy system being not perfect; the management system being imperfect; the country's total investment being insufficient; the disabled student funds being not perfect; the high school education and higher education engagement existing contradiction. On the aspect of society, there are problems that society understanding to disabled person higher education is backward; the society has not transferred to the disabled higher education's support strength. On the aspect of universities and colleges, there are problems on colleges and universities' education idea"marginalization"; the colleges and universities recruitment has many unfair factors; the specialized establishment can't satisfy the disabled students and society's demand; the study environment is insufficient consummation; the teachers are weak. On the aspect of disabled students themselves, there are problems on physiological barrier influence and psychological barrier influence.Finally, author provides constructive solving methods to the problems on each aspect. On the aspect of country, it must improve the disabled higher education's legal system safeguard; Perfect disabled person higher education management system; Enlarges the country to the disabled person higher education's investment, raises the educational expenditure via multi-channel; establish perfect disability student funds system; develop disabled elementary education, make the disabled high school education and higher education's engagement vigorously. On the aspect of society, it should renew social concept, and build good social environment for disabled person higher education's development; strengthen the society's safeguard function to support the education. On the aspect of colleges and universities, they must change the education idea; perfect specialized establishment; improve teaching environment vigorously; strengthen the teacher's construction. On the aspect of students themselves, they should carry on the recovery and the medical training positively; eliminates the influence of psychological barrier.
