with the "people-oriented" idea enjoys popular support, that the relevant rights andinterests of vulnerable groups with disabilities has been widespread concern in the Stateand society. Persons with disabilities as a weak link in China’s higher educationdevelopment, its quality of education directly restrict the overall development level ofChina’s higher education. For reference in our country and on the basis of absorbingabroad advanced experiences in developed countries, China has been created a newmode of higher education for the disabled development with Chinese characteristics,which made a large number of age-appropriate persons with disabilities to have theopportunity to the University. Recalling nearly30-year history of the development ofhigher education for the disabled, achievements and problems coexist. Under theprecondition of the country to advocate for educational equity, but the fairness of highereducation has not been got enough attention to persons with disabilities, this part of thelegitimate rights and interests of the group are still being marginalized. Education fair topromote social justice, focusing on educational equity for vulnerable groups is to coveran important part of social fairness and justice, which is a symbol of social civilizationand progress.Special Education College of Changchun University is a good template for personswith disabilities in disabled higher education in our country. Stones from other hills mayserve to polish the jade, combining foreign "disabled key integration" development withcharacteristics of own,it has been explored a road fit for the development of personswith disabilities in China. By the geographical advantages, I choose Special EducationCollege of Changchun University as a case study, from the starting point of education,the process of education, education results three levels to analyze the problems inChina’s disabled higher education, based on the national policies, institutions and socialcare puts new requirements, and effectively safeguard the legitimate rights of personswith disabilities, achieving social equity.The first chapter of this study mainly briefs on the question posing, significance,current status, innovations and methods of the research.The second part analyzes the current situation of higher education for the disabled,including the interpretation of policies and regulations, the enrollment status, educational status, cultivation data statistics and analysis on the present status andemployment, designed to show that at present China’s achievements and problems ofhigher education of persons with disabilities, in case of providing a clear direction ofdevelopment for persons with disabilities in future.In the third chapter, by analyzing and understanding educational equality theory,based on the comparison and reference defines the concept of equity in education,through analyzing the representativeness of educational equality theory and principles toeducation fair followed, as well as with internal links between higher education fairnessof persons with disabilities, and provides a theoretical basis for the research andsupport.Fourth chapter of this research through the current process of access to highereducation for persons with disabilities, the process of receiving higher education and theresults of education fairness,pointed out that China’s higher education achievementsand existing problems of persons with disabilities.In the fifth chapter, as the author’s geographical advantage, with Special EducationCollege of Changchun University as a case study, author further analyzes theauthenticity and reliability of current higher education fairness of persons withdisabilities, to make a further study on the equitable development of higher educationfor persons with disabilities.This study suggests that if China’s higher education for the disabled wants to getlong-term stability and equitable development, it must be from the State and society,universities and individuals to take measures. Only in this way can make highereducation of persons with disabilities are treated fairly in the true sense.
