Qingdao City, The Development Of Higher Vocational Education, Problems And Countermeasures

As the main undertakers of our country's popular higher education, the higher vocational education plays an important part in the entire higher education system, whose status and functions are very significant. But it hasn't obtained enough attention from the government and non-governmental agencies for a long time. The higher vocational education is at a weak position in the entire higher education system, and quite big disparity exists between the higher vocational education and ordinary higher education on education teaching facilities, teachers'condition, management, investment, social approvals and so on. Along with the student's number unceasingly increased, the higher vocational education development also exposed many problems which have to be found out and solved. On one hand, the solution of these questions needs to rely on the national macroscopic policy, base on a background of popular higher education. Then it can be solved effectively with the regulation of social development and regular education pattern. On the other hand, it needs to unify the regional economic development character, carry on concrete investigation and the microscopic research according to the local economy development situation and its demand. So we can put it in a deep analysis to the current situation and solve the existing problems.As an economic developed coastal city, the higher vocational education in Qingdao has obtained obvious development in the recent years. But severe problems also met. How to find out the countermeasure to adapt to the regional economy development under the background of popular higher education is the main question which our research institute is going to solve. Facing the industrial structure adjustment and weak realistic situation in the higher vocational education development in Qingdao, this article combines the theory with practice, profits from the domestic and the success experience of foreign higher vocational education, attempts to make the beneficial exploration for Qingdao higher vocational education development in the fundamental research, provides the theory support for the Qingdao higher vocational education practice, thus promotes the Higher vocational education development effectively, guarantees the continues and healthy advancement of the Qingdao popular higher education to satisfy the Qingdao industrial structure adjustment, the technical structure promotion, the technology-intensive enterprise increases to the high-level application talented person's need. This has the vital practical significance to promote the Qingdao industrialization and the agricultural industrial production advancement, advance the urbanization advancement and the rural labor force with steady steps to the city massive shifts and to promote re-employment project and social stability.This article analyses and elaborates the present situation, the characteristics, and the existing questions of the Qingdao higher vocational education development and proposed the following countermeasures of these questions. First, clear about the Qingdao higher vocational education development mentality; Second, entrust with the local authority to the respective quality colleges and universities correlation management jurisdiction; Third, guarantee Qingdao to the respective quality colleges and universities management service from the system; Fourth, enhance colleges and universities connotation development and enhance educational and teaching quality; Fifth, standardize the healthy development of non-state-run higher vocational education.
