| We can't strive for the healthy, regular and sustainable development on the vocational education without the legislative guarantee. It has been promoted since the issuance and implement of the Vocational Education Law of the People's Republic of China in 1996. However, its hysteresis qualities have begun to emerge as the change of the external environment and self-development of the vocational education with the passage of time. So, we should adjust the orientation and extend the connotation and provide wide space for the healthy development of the vocational education.In this paper, the theories and analysis tools such as educology and law science are applied. Utilized various analysis methods such as comparative analysis and system analysis, normative analysis and positive analysis。This article contains 6 chapters:Chapter One puts forward the background and significance of this study, then makes literature review about previous studies. Analysis framework and approach are introduced at last.Chapter two gives a systematic account of the achieved successful results and existing problems of the vocational education since its promulgation and implementation.Chapter three and Chapter four find out the reasons of the problems. Then, according to China's actual conditions, on the basis of investigation on the experiences, enlightenment and lessons drawn from the international vocational education legislation.Chapter five suggestions for revising and perfecting the Vocational Education Law of the People's Republic of China in the view of constructing legal system suitable to the vocational education system, mainly include the ones that realize the developing situation and trends fully, handle several relations of the vocational education properly, revise the content of he Vocational Education Law of the People's Republic of China prudentially, and protect the implementation of the new revised law.The last part of this chapter is self-examination of this thesis.
