Into the new century, China`s eighth curriculum reform of basic education under the direct leadership of The Party Central Committee and the State Counsil, is carrying out with an unprecedented effort throughout the country. Among them, the physical education curriculum reform refering to "Sports and Health Curriculum Standards" (hereinafter New Standard for short) as the guiding framework, clearly defined the nature of sports and health courses, values, basic philosophy, curriculum objectives, learning field goal,which from a high degree of breakthrough thinking traditional physical education of "a teaching style" framework, highlight the "health first" guiding ideology, the overall development of students in learning centers, and students` awareness of life-long sports physical education for the ultimate goal. Since the implementation of new standard ,there have been some encouraging signs of change in physical education. However, for various reasons, there still have been some confusion, and, with the curriculum reform in depth, it exposed the more and more difficult problems . To make the problem solved, for a new round of deepening the reform of physical education, school physical education workers need more in-depth and detailed study.Using literature data, questionnaire, interview, statistics and other research methods, and field trips, classroom observation and other means, through the leadership of secondary schools in Shandong province, first-line PE teacher, student surveys, focus on full implementation of the new curricular Key Middle School Physical Education under the various links in-depth, detailed analysis, we try to fully understand the new curriculum since its implementation in secondary schools in Shandong province on Physical Education, and sum up the achievements and shortcomings, on the basis of this deeper level ,we have mined the reasons for problems and explored ways to the smooth implementation of new curriculum in order to provide theoretical and practical basis for reference.According to the survey and analysis, the preliminary draw the following conclusions:Conclusion one: Shandong Provincial Education Department and municipal education departments give more emphasis on implementation of "Physical and Health Curriculum", specifically the formulation of supporting policies and measures to ensure the smooth implementation of the experimental high school curriculum reform. Part of the concept of school leadership and understanding of bias result some specific implementation process deviations in some schools. Conclusion two: The structure of physical education teachers in focal middle school of Shandong Province is reasonable and teacher's education level is also consistent with the requirements of physical education .However, teachers do not get high overall level of scientific training but relatively simple form which do not play very well toGuilding role.Conclusion three: Although all of Key Middle School in Shandong Province can carry out all extracurricular activities, students learn rather heavy burden, students actively participate in the low frequency of extra-curricular sports activities. Time of participating in sports for students in a day is very short. Shool sports facilities can not be optimized allocation and arrangement restricts the extra-curricular sports activities. Conclusion four:In Shandongprovince part of the stadium, the equipment in middle school can not fully meet the needs of schools and physical arrangement of time constraints, also result in sports venues, equipment idle.Conclusion five: The form of organization for school sports and health courses in Shandong Province is "executive class".On teaching method ,the physical education teacher,based on traditional teaching methods do not undertake new teaching methods in teaching .In teaching method, sports interest concern of students` health awareness, lifelong awareness dominated the choice of teaching content than a lot of flexibility.Conclusion six: The contents of evaluation in the classroom are comprehensive progress of students and performance of studying attitude,using the approach of qualitative evaluation and quantitative evaluation ,teacher assessment and student evaluation methods is consistent with the basic line of new curriculum and help guide students to move closer to the new curriculum teaching objectives.Conclusion seven: In Shandong provincial key high schools because the school premises equipment, and teacher capability and other factors, the physical education curriculum development and utilization of resources is not enough.Based on the conclusions, and finally made the following recommendations:Fundamentally changing the concept of school leadership, the full implementation of the program to correctly understand the national curriculum; emphasis on teacher training and improve the quality of teachers, to further improve teacher qualifications structure; strengthening supervision of extracurricular sports activities; increase for sports venues, equipment investment;to meet the physical teaching space and equipment needs; strongly encouraging physical education teachers curriculum resource development.
