Listening and speaking, as the essential sections and two basic skills in the English Teaching, are paid much attention in the teaching research circle. Nowadays, there are also some problems, however, still exist in the teaching process of creating situation for language learning and the learning process of taking advantages of offered situation for learning English. The results brought by these problems are contrary to the spirit of Shanghai English Curriculum Standards for Primary and Junior High School. The Standards points out that students master language knowledge and skills gradually and enhance the practical ability in language using by the method of take part in English learning and practice.In order to offer more suitable situation for English teaching and learning and achieving the expected goal in a deeper degree in the future, knowing more about the students'difficulties, the teachers'situation in the process of English listening and speaking and offering some suggestion is necessary to achieve the above purpose. But most of the studies for imploring the main difficulties in junior high school students' listening and speaking were based on authors'experience rather than fact-based evidence.Then the author of this study, from the above mentioned, make use of the empirical study and carrying out a questionnaire among 275 students and 18 teachers in three senior high schools in Shanghai with the quantitative and qualitative methods.The paper includes six parts. Part one is the introduction which provides the research backgrounds, the discussion of the purpose and the significance of the study. Part two reviews the literature in situation creating in listening and speaking of language teaching. Part three presents the theoretical base of this study which divided by three parts: constructivism and situation-creating, situational cogitation and situational teaching, the feature of junior high school students'English learning. Part four presents a framework of the investigation, which introduce the research purpose, objects, methods and the result. Part five analyze the result of the investigation. The results of the investigation showed that the learning and teaching in the field of English listening and speaking, from the view point of situation-creating, exists several main defects. As to the students, they do not take part in the class activities actively, and do not have enough chances to communicate with the teachers and classmates. In the aspects of teachers, A great number of them do not have adequate time to create situation for their class and take advantage of the language, body language, objects and multimedia to create situation in seldom. In part six, the author summarizes the findings and presents the implications and offer several suggestions for improving the reaching of listening and speaking to junior high school students. According to the result, a series of problem-solving proposals are proposed, such as arousing the interest, providing living situation, deepening the communication among students as well as teachers and improving teachers'humanity language and so on. Finally, the writer concludes by pointing out some limitations of the study and direction of further research.
