As track and field is known as the source of sports for in the development of others playing an important role, and being the most influential one of the sports. Although in recent years, some of that in China have approached the world level, but on the whole it still lags far behind the developed countries or regions. As back-up personnel training executive, coaches play the role of organizers and managers assume the important responsibility of selection and training athletes. Therefore, the coaches will directly affect the level of the overall level of athletes. Coaches and trainers'ability and mastery of basic knowledge directly affect the athlete's talent and sports development.Hebei Province in recent years made some breakthrough in the development of competitive sports. In Beijing Olympic Games in 2008, a total of 17 athletes, 11 coaches of Hebei Province were selected for the Chinese Olympic delegation, took part in eight events, won 3 gold medals, one fourth, two fifth place, and 2 eighth achievements. However, Hebei's Track and Field has always been in the middle level at the national. Recalling the years, a number of projects in Track and Field has been no breakthrough. There are still a whole field events and track the development is unbalanced. Some advantage project could not be maintained and other shortcomings still remained. Summarized, one of the most important factor is the construction of coaches is imperfect. Coach is the key to the development of sports, but also sports one of the major factors of sustainable development. This study is beginning with the use of literature, interviews, questionnaire, mathematical statistics and so on to the actual situation in Track and Field Coaches in the development of research to identify its strengths and weaknesses. And after analyzing, we correspond proposals and measures to track and field in Hebei Province, formulate relevant policies and regulations to the relevant departments, and provide some new ideas and theories for brilliant future of Hebei sports. By studying the following findings here we report:(A) to investigate the situation in Track and Field Coaches appeared as: The age structure was basically reasonable distribution to mainly young teachers; the overall level of the educational structure is not enough. Bachelor's degree accounted for 66.55%, master's degree only accounted for 15.72%; Professional title structure is relatively good, but it's only small number of senior coaches; 15.17 coaching years on average teaching experience was in line with the targets of system requirements set by the State General Administration of Sport; the proportion of curriculum vitae of sports was enough ; satisfactory wages in the number of coaches is only 2.63%, the number of general accounting for 26.32%, and 58.77% percent of them dissatisfied.(B) to investigate the situation in Track and Field Coaches knowledge structure appears as: mastery of basic knowledge is not enough. Exercise training, physiology, anatomy, and education was generally good projects. And other basic knowledge to grasp was on the poor situation; professional control was better and the 84.21% of the coaches have mastered their own theory of the profession; and for the instrumental subject knowledge, computer literacy was better than that of foreign languages.(C) to investigate the structural of ability conditions in Track and Field Coaches showed: the majority of coaches in the selection depended on experience, and the ratio reached 54.39%. During the training capacity and the situation on the athletes, most coaches followed scientific principles of training to develop the training program. But for most coaches to monitor the training, they used more traditional methods. Intensity of training was in relatively high load. Recovery means was basically the one in the traditional, mainly to relax and sleep, and fewer opportunities for athletes throughout the year. Management capacity in education, the coaches basically persuaded and gave recognition to athletes. Attaching and more attaching innovation and more emphasis on the coaches and the proportion accounted for 51.75% and 39.47%. The majority of research capability Coach of the importance degree is not enough. Ability to obtain information on training has been from books the acquisition to the present use of online media.In this regard it reflects the effective progress of learning and development.(D) to investigate the situation in Track and Field Coaches basic idea appears as: In evaluation of occupational status there was 41.23 percent of the coaches are dissatisfied with the current professional status, but 47.37% of the coaches had confidence in the future of the profession. In professional joy degree 66.67% of the coaches on the performance of love. In dedication and sense of responsibility assessment 63.16% of the coaches thought they had a sense of professionalism and responsibility, 71.05% of the coaches could work hard. In working conditions satisfaction 29.82% of the coaches were dissatisfied, 43.86% of their had basic satisfaction, and 26.32% expressed satisfaction.(E) to investigate the management of Coaches in Track and Field Status was displayed as: The main source of coach was from retired athlete postgraduate, just graduated of Physical Educationand and retired athletes. Appraisal and reward system based primarily on the achievements and the number of athletes delivery to national and provincial training units; The number of trainees to participate in organized sports institutions for job training accounted for 68.42%. Coaches participate in the training of national and provincial organizations were occupied 9.65% and 54.39%. The units and individuals mainly shared Job training and continuing education funds. Coaches were test to train athletes performance level as the main reference. Coaches Cultivating firstgrade athlete accounting for 21.93% , highergrade for 7.02%, and up to athlete of Second grade for 71.05%.
