The Research Of Effectively Control Mechanism In College And University Infrastructure Investment

With the implementation of "technology and education", the government increases infrastructure investment to college by year. Making higher education achieve from "elite education to mass education" change. A large enrollment of higher education to promote the whole society running a school with unprecedented enthusiasm, the whole society invests to higher education increase significantly, and the investment and consumption of higher education linkage to economic development.With the development of higher education by leaps and bounds, resulting in a lot of money influx to higher learning. Reasonable control of project cost, avoid losses and waste, give full play to investment returns, has increasingly attracted the attention of college and the investors. How to effectively exercise control over infrastructure investment in colleges and universities, is the core problems needed to solve in the current infrastructure of colleges and universities urgently.In this paper, to study an effective control mechanism of investment in infrastructure, colleges and universities as the research object, by drawing on and carry forward the relevant investment control theory from domestic and foreign, systems analysis the characteristics and problems of current investment control in infrastructure of our colleges and universities, and applying comprehensive investment control theory, from the point view of university construction fund, the project organizational structure, internal control, financial management and audit tracking, discussing the theory of university investment management and effective control method. This paper mainly includes the following:(1) Analysis the reality of the background of investment control in infrastructure of colleges and universities, and summarize the literature research situation at home and abroad, put forward the research purpose and significance of articles, explain the basic concepts, and describes the research methods to be adopted.(2) Systematic analysis the control theory and methods commonly used in the control of infrastructure investment in colleges and universities(3) From various views to expound problems comprehensively of colleges and universities on the current investment in infrastructure, and shows the necessity and practicality of this paper in the further details.(4) Context to the current investment control and management practice in infrastructure of colleges and universities, pointing at the investment control problems in colleges and universities infrastructure. Respectively, from the government support, funding sources, internal management, financial management and audit control of colleges and universities to explore in detail the effective control mechanism for investment in infrastructure construction and control measures and methods.The main conclusions of this paper include the following:(1) The need to strengthen investment control-related theory and practice of applied research of construction projects, and in construction projects investment to identify and decisions must be scientific, should be clearly feasibility studies and design stage are the focus of investment to identify and control. At the same time must use the whole life cycle investment theory to investment estimation and investment,design optimization of investment projects.(2) Must use the system look at infrastructure investment control activities in colleges and universities, its control elements involved in the whole process,the units and individuals of the building activities, in this system must make every process, every unit or individual in a controlled state, can the university infrastructure investment has been effectively controlled.(3) Must combine with the institutional environment of college infrastructure projects, from increasing government support efforts, broadening the financing channels, optimizing model of project organization, strengthening internal management, strengthening financial management and auditing the implementation of the entire process, conducting a comprehensive in-depth analysis, to establish a scientific and reasonable investment control mechanism, thereby mobilizing the parties involved in construction projects, ultimately to achieve the effective control of construction investment purposes.
