Import Foreign Educational Capitals Innovate Investment System For Higher Education

With the development of economic globalization, internationalization of higher education has become a recognized trend of the world, which directly promoted the substantial opening of the education market and the international sharing of educational resources.After joining to WTO, our country also goes with the trend of economic globalization and internationalization of higher education, to a certain extent, opened up the domestic education market, tried for the international education market.Sino-foreign Cooperation in Running Schools,as an important form of China's internationalization of higher education and the introduction of foreign capital, which has developed rapidly in practice .So we not only introduced the concept of advanced education from Western countries, but also attracted a certain amount of foreign investment.And in the case of China's current development of higher education,there are some problem, such as funds shortage, unperfection in legal protection of higher education's investment system, so how to seek new funding sources for education which has the characteristics of the times , and then innovate investment system of higher education has become the urgent task of development of higher education.This article focused on finding a new way to introduce foreign education capital, put forward the current problems of higher education's investment system ,such as shortage of higher education funding , and then proposed to draw lessons from foreign companies which are use the mode of BOT ,transplanting the BOT mode of enterprise to university capital construction.Using the basic theory of the BOT model, quasi-public goods theory and education theory of sovereignty as the theoretical basis of introduceing international educational capital to our university in the form of BOT mode,using legal system, capital market system and humanism sense as the institutional supports introduceing international educational capital to our university.Institutional supports promoted the innovation of ways, so the article further proposes the introduction of foreign education capital in the form of BOT and combines the advantages of BOT model, at the same time analysis feasibility of introduceing international educational capital to our university in the form of BOT from the angle of economic environment, legal environment and successful cases home and abroad. Then the article introduced Sino-foreign Cooperation in Running Schools ,which is the important form of introduing international education capital, analysis the way of capital investment in Sino-foreign Cooperation in Running Schools and the possible difficulties of introduction of foreign capital in the form of BOT.Finally, In view of the above problems, the paper proposes the countermeasure in terms of innovating ideas, improving the systems and building mechanism,and hope the BOT mode can be used in the task of introducing international capitals to university favorably and can help the practice.
