Nearly five years, all over the country have arised some private social work services agency(refer as private social work agency in after), take social work for professional development direction, they offer professional social work services with their professional knowledge, the unique value concept and proficient skills.Especially in some private social work agencies that develop more mature, the government work with the private social work agency though the form of "buy social work strongholds",the private social work agency train, select the professional social works to the service place then adapt to and carry out social work.However because of the the period of social transformation, causes the resource transformation uncoordinated between the government, community and private social work agency, the private social work agency have cooperation barrier with the related unit.In the past, a lot of research literature mostly. tries to discuss about private social work agency of the predicament and the way out embresses. Mostly based on the ability of the institutions themselves. The study are on three aspects:the first aspect is that study with the background of the period of transition, and in-depth analysis of the characteristics that affect social work agency involved in community, and actual analysis of the process of two service involved in community;the second aspect is that use the analysis above, classify the obstacles in the level of theory, to know exactly what obstacles that the intervention should consider. In this part, we will use deepth interviews to one class of obstacles, analyze through long-term practice, the in-depth interviews with professionals,and use resources dependence theory, social transition theory and related theory, to find out the obstacles of the intervention, the third aspect consider the specific processes of two agencies involved in community service on as the examples, to summe up the experience, find the deflaut, and puts forward some feasible suggestions.At last, the conclusion of the study is:for the first, in the present state of the transformation between the community, private social work agency has more or less obstacle to involve in community. The generate of the obstacle in related to the government, communities and the interest coordination inconsistent of the transformation of institutions themselves, fails to allocate the resources reasonable, the process of adupting may take quite a long time.On the second, run by the barriers social work agencies in involved in community, there is one kind that easy to ignore:it is the inner reflected of the accepting service works: reluctant to accept. Studies suggest that, in numerous obstacles of involve in community, it's the hardest to overcome. On the third hand, in research of obstacles for private social work agency that involve in community we can find that, registered private social work agencies often take top-down strategy to involve in community,and the grassroots private social work agency take bottom-up in different periods to involve in community, it's related to the resources, capacity situation of the defferent strategies of the agency.Meanwhile, in the stage of concluding the experience and shortage of the two kinds of intervention, development of organizational itself as the Angle of view, considering the objection of long-term development, citing part of discussion about entrepreneurial nonprofits agency for future research.
