Applicability Research On Agency Service In Community Social Work

In current China,it is an inevitable path for the social work localization development to integrate professional social work into national social governance and public service system.Through the government purchase service project,social work participates in grassroots social governance.With the financial fund,the government entrusts qualified social organizations,enterprises and public institutions to purchase professional social work services through marketization and contracting.The service is finally implemented for communities.The Fourth Plenary Session of the 19 th CPC Central Committee raised critical modern propositions about social governance system and management capacity.Professional social work is essential to accomplish such a great task.Agency service is a way for social organizations to provide professional services to community residents in the mode of project operation in which the government purchases social work services.It is also the clinical adaptation of professional social work in participating in the practice of community governance.On the one hand,the study on agency service can enrich and promote theoretical research for academics on participation in community governance of social work.On the other hand,it can provide valuable experiences for the development of social work localization to some extent.Based on this,this paper combines with the related literature study at home and abroad,applies case study,literature survey,interview survey and other research methods comprehensively.According to the principal-agent theory and the case study of community service purchase by civil affairs bureau in 2018 for helping the elderly in Ejin Horo Banner,Ordos City,to Study the applicability of agency services in community social work.In 2018,the civil affairs bureau in Ejin Horo Banner purchased community service for helping the elderly project from social forces.Applying 1 million welfare lottery public welfare fund allocated by the superior during bid invitation and bidding,civil affairs bureau in Ejin Horo Banner entrusted qualified social organizations to provide home-based old-age care services for 60 years old or older citizens in the rural and suburban communities.Firstly,this paper studies the content and methods of the agent service provided by social organizations,as well as the service process and performance evaluation.It emphasizes what the agency service of social organizations is,how it operates,and how to evaluate.Secondly,by analyzing the principal-agent relationship between the governmentpurchases social work services and from the perspective of the behaviour logic of each action subject,it is found that the agency service is the result of game and compromise between the action actors during the project operation.Thirdly,comparing the agency service with other service delivery methods,it is found that the agency service has certain advantages in balancing the relationship between the various actors,responding to the needs of the community residents and exerting the professional advantages of social work,but also faces the government in project operation.In the model,there are practical dilemmas such as large discourse power,difficulty in guaranteeing service effectiveness,weak professional foundation of social organizations,and inadequate knowledge of the agency service from all walks of life.Finally,in view of the development dilemma of the agency service,the thesis proposes to change the government's leadership role in project operation,ensure the independent operation of third-party assessment agencies,strengthen the professional capacity building of social organizations,and create a professional image of social work during the service development Points to help the agency service out of the dilemma.
