Study On The Construction Of Service-Oriented Community In Our Country

As a concept , "community" are getting more and more popular in theory field and practice field of our country, but meaning of this word has already not simply equated to administrative jurisdictions of street agency, the latter was a new kind of basic-level organization pattern which was established after founding in order to adapt to the needs of the situation at that time, but now it's connotation and function orientation have alienated as administrative and bureaucratic flooding and appearing in social basic-level organization, and we need to innovate them for correcting some drawbacks.At present, our country has been experiencing multiple reform,the development and the improvement of government system, social system and economic system. In this process, our city basic administrative organizations are also changing and developing, as experiencing transformation by which we want to change streets neighborhood office that only contains government as the single management subject to the urban community which contains multiple management subjects. In this context, in respect of traditional administrative community which only emphasized administrative controlling, service-oriented community that takes advantage of services to promote social harmony and stablility has many obvious advantages. The so-called service-oriented community is a new-type of community governance mode that requires community to take responding and contenting public benefits of community residents by services rather than by administrative control as its primary goal, and to remodel functions of traditional community. It is a special community resident-oriented region based on legal framework and moral restraint which has comfortable live surroundings, well-organized social administrations, harmonious neighborhood relationships and strong sense of belonging. It is the key of community development and the construction that government can realize functions of community in the current stage of economical and civil social development or not. Previously, the government nearly monopolized all resources, this mainly because all social circles, including government, were lack of deep understanding to the economical functions, social functions, social controlling functions﹑social welfare safeguard functions and social participation functions for along time at that time, this made community exist just as basic-level street organizations which are subordinate to government administration, and it also could not have enough sufficient various resources to meet growing polynary demands of community residents because the mass of social affairs and limits of government control capabilities.This paper will be divided into five parts: the first part will mainly expound the concepts and characteristices of service-oriented community,the necessity and construction ideas of service-oriented community; the second part will expound in detail the orientation of service-oriented community functions. First of all, it should improve relationship of community and government. Second, it should promote formation and development of multi-subjects management in community. Third, it should develop extent of participatory democracy in community. Fourth, it should increase power and ability of public democratic participation. fifth, it should realize the sustainable development of community; the third part will emphatically discuss the system construction of service-oriented community, these system construction work mainly contain the improvement and development of expressing mechanism of community residents'interests﹑the diversification of community public products providing mechanism, the construction of operating finance raising mechanism, the training of human resource in community and the improvement of related laws and regulations and so on; the forth part will introduce service modes of service-oriented community, it mainly focuses on industrialization, specialization and equality these three aspects; the fifth part will introduce innovating service moves of service-oriented community.
