Community Service Under Service Oriented Government

Community plays an important role in modern social system. With the rapid development of urbanization, millions of farmers rushed into cities, and the social structure has changed dramatically. Meanwhile, all kinds of citizens, retired, unemployed, floating and nonresident, became the important parts of community. Nowadays, the function of a community is more complex than ever before, and it plays a more and more important role in the society. However, the community development is lag behind, and many problems are emerging quickly. So it’s very essential and urgent to reform and rebuild the system of community service.Recent years, the researches on community service, both theoretical and practical, have emerged endlessly, since the problem was brought up. Most of the reforms are aimed at strengthen the management of government, which is differed from the successful cases abroad aiming at autonomy community. When facing the problems, our government came up with the concept of building service oriented government. Its main idea is in line with the idea of community service mode used by the successful cases abroad. In this situation, it’s very important to review the community service system in the point view of service oriented government.First, this paper arranges the core concepts and basic theories of community and service oriented government. Second, it analyzes the problems in the development of community service, by analyzing the five-dimension mode implemented by Tianqiao District. And then, this paper studies the successful cases of foreign communities, and summarizes the advantages that we can learn. At last, it comes up with some suggestions to rebuild community system, such as reform community system, winning more financial support, activating positivity, developing information disclosure, improving the laws and regulations, and developing NPO and volunteers in community.
