National higher education has been expanded since 1999, the number of university graduates becomes bigger and bigger every year. In 2010, the number reached 6,300,000. But the community which provides jobs to graduates is far less than the number of new job, so the pressure of labor market is obvious. The government has adopted many measures to solve the problem but it is not enough. College students'employment is not only a personal problem but also a social problem. Any social power has responsibility to deal with it. The NPO. as a new social power has particular advantages to help graduates find job. This article discusses the role of the NPOs in the attempt to employ graduates and the cooperation modes among the NPOs, university, employer and government.At first, this article reviewed some research on NPO and college graduates'employment, then on the basis of large history data we describe the situation of colleges graduate' employment in China. Adopt government failure theory, the third part management theory and full employment theory to express the feasibility of NGOs dealing with graduates' employment. Based on the analysis of data this article expatiate NPOs'situation. Finally the article demonstrates the function of NPO in college students'employment using the theory framework.The writer believed that NPOs in China could not provide appropriate job and careers guidance service, but they can provide intern opportunities and skill training class. For this reason, this article proposes that adopted government purchases of public services and the cooperation modes among the NGO, employer and university to help graduates start their career.
