Research On The Impact Of Rural Public Goods And Public Environment On Poverty Reduction Under The Rural Revitalization Strategy

The rural revitalization strategy is an important strategy put forward by Comrade Xi Jinping in the report to the 19 th national congress of the CPC.Issues concerning agriculture,rural areas and farmers are fundamental to the national economy and people's livelihood.Rural poverty has always been the focus of the national poverty problem.Since the reform and opening up,the state has been committed to solving the rural poverty problem.There are several reasons for the rural poverty problem.The rural areas in some provinces have a harsh natural environment and frequent natural disasters,which have seriously affected agricultural output,resulting in slow rural economic development and increasing poverty among farmers.Second,from the perspective of infrastructure,infrastructure directly affects the quality of life of rural residents.The supply level of infrastructure is relatively low,and the supporting facilities are not perfect.Third,from the perspective of a rural public service,in many parts of the rural public service keep pace with times,on the health and pension and other social security cannot achieve universal coverage,many rural residents do not have good health and pension security,and low level of education in rural areas,education investment is low,the education system is unreasonable,leading to rural education effect is not obvious,the degree of illiteracy and half of illiteracy is larger,farmers job losses,deepening poverty;Fourth,from the perspective of rural public environment,the ecological environment in many areas is seriously damaged and there is no good maintenance measures,and natural disasters such as soil erosion occur frequently,which is still the weakness of rural poverty.These problems are the major causes of rural poverty,and there are still many problems to be solved.This article from the two cross policy of rural revitalization strategy "prosperous industry,ecological livable,local custom civilization,effective governance,rich life",on the basis of the rural public products and public environment,the paper analyzes the current situation of rural public products and public environment and poverty alleviation mechanism,and build the public product and public environment development index in the index evaluation system,development index of public products and public environment development index is calculated and analyzed respectively;At the sametime,in order to measure the degree of poverty reduction in rural areas,the index system of poverty reduction in rural areas is constructed,and the degree of poverty reduction in rural areas is measured.Finally,the panel data model is used to study the impact of public goods and public environment on poverty reduction in rural areas.The results show that public goods and public environment have a positive impact on poverty reduction in rural areas.Agricultural output value and soil erosion area have a significant impact on poverty reduction in rural areas.Agricultural output value has a positive impact on poverty reduction in rural areas,while soil erosion area has a negative impact on poverty reduction in rural areas.There is an obvious gap in the degree of rural spontaneous poverty reduction in different regions,among which hei long jiang province has the highest degree of spontaneous poverty reduction,followed by Inner Mongolia,and guang dong and zhe jiang provinces have the lowest degree of rural spontaneous poverty reduction.
