In 21th century, informatization, globalization and knowledge-based economy have caused great repercussions. With the rapid development of technology and economy, our country relies on science and education to rejuvenate the nation, and implement the strategy of reinvigorating China through human resource development. As the innovation of high education, capacity-building has become the core of cultivation works about talented undergraduate students. By reviewing the literature, we have found that most scholars were aware of the importance for Physical Education Institutes to reinforce the cultivation of physical education majors specialized in rhythmic gymnastics. However, they did not do in-depth researches in this aspect. Physical Education Institutes are the education base to cultivate talents of physical education majors specialized in rhythmic gymnastics. What Physical Education Institutes will do to enhance this work will directly influence the quality of the talent education works and the progression and the popularization of rhythmic gymnastics.This thesis is based on a combination of practical speculation and theoretical structure by the way of documentation analysis and logical analysis, in order to feature multi-layered and multi-sectorial study of rhythmic gymnastics majors'capacity-building. It intends to improve majors'all-round development.Meanwhile, this thesis, implementing means of materials collection, questionnaire, interviews, mathematical statistics and logical analysis makes a research and analysis on the situation about four kinds of core capacity and the capacity development's environment, especially the shortcomings in capacity-building. According to these, we can provide feasibility strategies for that Physical Education Institutes improve rhythmic gymnastics majors'ability which could meet the needs of developing sports in the knowledge economy era and training qualified people. The conclusions of this thesis are cited as follows. Firstly, the thesis makes a clear definition about capacity and capacity-building. And we construct rhythmic gymnastics majors'ability in four aspects, including learning capacity, practical ability, innovative ability and pioneering capacity. In specialists and students' opinion, the chief important is practical ability, learning capacity the second, innovative ability the third and pioneering capacity the fourth. The students' capacity is at moderate level.Secondly, there are many personal factors and environmental factors which have great impact on capacity-building. Consequently, the thesis lays special stress on the problems existing in the training mechanism, the management mechanism, the prompting mechanism and the evaluation mechanism. On these bases, we can come up with feasible countermeasures to renew objective environment of talents capacity-building. Then it can strengthen majors' capacity and improve the capacity for social contribution.
