Into the aging society in China, most of state-owned enterprises have large and growing ranks of retirees, and Mass Sports aging population has presented. In the process of social transition and SOE reform, retirees are a special population, vulnerable groups. Although the management of retirees is not the center of economic construction and development of enterprises, it is essential, related to the global. Improving the retiree sports management and developing retiree sports are very significant for family harmony, enterprise development, social harmony and comprehensive development of mass sports.In this paper, literature, site visits and interviews are used for the longitudinal study, expecting to provide theoretical guidance and reference for the sports management of retirees from this enterprise itself, the other primary oil system companies, and state-owned enterprises with similar situations.According to changing characteristics of retiree sports management of the third company of China Petroleum Pipeline, this article divides the development process of the retiree sports management into four phases: the initial, the growth, the booming, and the transition. First of all, analyzing retiree sports management's organization and personnel, facilities, sports activities, sports funding and other aspects of each developing phase; followed by analysis of macro and micro factors of the retiree sports management; further discussion of the development advantages, problems and the opportunities and challenges faced of the development of the retiree sports management, then giving specific development measures in all aspects; at last attempting to make the path options for the retiree sports management of China's state-owned enterpri ses.Through case study, this paper mainly reach the following conclusions With the development of the enterprise and state-owned enterprises reform, the retiree sports management of the third company of CPP has gone through four stages of development; Economic, policy, social transformation, state-owned enterprise reform are the factors of the retiree sports management of the third company of CPP; The retiree sports management of the third company of CPP has advantages and disadvantages, and faces opportunities and challenges; The improvement of the retiree sports management of the third company of CPP still has long way to go; Before the realization of retirees' social management, state-owned enterprises Bear an important responsibility to strengthen the retiree sports management. Finally, the paper makes recommendations, including strengthening the government's macroeconomic policy guidelines; enhancing the management capacity of the organization departments; improving the standards of management practices; paying more attention to the guidance and research; state-owned enterprises analyzing the situation calmly, choosing the path sensibly, taking up the responsibility, to give suggestions for perfecting retiree sports management and promoting the fast, healthy, sustainable development of China's state-owned enterprises' retiree sports.
