With the continuous development of China's economic strength and improvement of the quality of public life, people's demand for sports is growing stronger. Enterprise employee as physical and intelligent resources is one of the key factors to realize the rapid development of economy. And their health is closely related to the development of our national economy. The change of social transformation makes enterprise traditional organization form, mode of operation, methods of employing and allocation way had great changes. Many enterprises make in the many problems of the staff sports management because can not adapt to society transformation, some even are viewed as obstacles of influence enterprise economic development and forced to stop. Therefore, the health problems of enterprise employee are increasingly prominent. The enterprise staff, as a member of the mass sports and one of the fundamental forces of sports development of our country, the enterprise staff sports should be paid social attention on.This present research checks into, analyzes and studies the conditions of employees participating sport in 24 branches of Zhuzhou Electric Locomotive Company (ZELC). First, this research concludes the discipline of employees' participating sports through analyzing from the basic conditions of employees, time, motivation, place and purpose of participation. Second, concludes the present condition of the organizational management. Secondly, this research analyzes from the principle of enterprise's business management, the management system of staff sports, sports facilities, management organizational function, management methods, and sources of sports activity funds and concludes that the present situation of organization and management in staff sports of Zhuzhou Electric Locomotive Company (ZELC). Third, this study analyzes factors affecting Zhuzhou Electric Locomotive Company (ZELC)'s employees' participation in sports activities from organizational and cultural factors, sports management system, employees'lifestyle and so on. Finally, according to the above analysis, proposes the related countermeasures to the development of staff sport in Zhuzhou Electric Locomotive Company (ZELC).Based on the survey of basic situation of employee's participation in sports activities the author concludes that at present, total number is large while sports population is little; Lack of sports consumption consciousness, influenced by colleagues and friends; Athletic project is simple and other characteristics in Zhuzhou Electric Locomotive Company (ZELC). And explains employee's participation in sports activities needs change in consciousness and behavior in Zhuzhou Electric Locomotive Company (ZELC). In general, there have good places but many places also need to strengthen.In sports organization management, system is not defined, responsibility and rights is not unclear, hardware facilities is old, venues are less, organizational function is out. management way lags behind, the resource of funds is single. All these show that Zhuzhou Electric Locomotive Company (ZELC) has not radical change in organizational management of staff sports comparing with planned economy period, the level of the staff sports'development can't keep up with the development of the productive forces.Based on the analysis of factors affecting employees sports development, the author concludes that, for enterprise, two problems exists in organizational culture and management system; for employee, problems basically in lifestyle and concept.Then, this study proposes related countermeasures for the situation of staff's participation in sport activity for Zhuzhou Electric Locomotive Company (ZELC), such as changing ideas, strengthening the consciousness, building atmosphere; improving sports management system, policy; Improving sports hardware facilities, broadening sources of funds; Strengthening sports backbone troop's construction; Strengthening staff sports theory's research, etc.Zhuzhou Electric Locomotive Company (ZELC), as one representative of the state-owned large enterprises, has certain universality in developing the employees in sports activities with other large enterprises. But it as one of the leading enterprises in Zhuzhou or even in Hunan Province, its actions is the model of other enterprises in a certain extent. Especially, Zhuzhou, as the industrial town in South, the number of state-owned enterprises is large, staff sports is the key point of the mass sports in the whole city. It the innovation for the mass sports in Zhuzhou that driving the development of mass sports through employees sports, as well as to provide a innovation example to promote the development of mass sports in our country.
