The Study On Elimination System Of University Teachers

University teachers are the core factors who can affect the quality of the university. They should implement the talent cultivation, scientific research and knowledge teaching. The elimination system is crucial to the optimization of teacher resources, the high level of teaching and research, the self-development of university and the implementation of strategic planning of national talent which is an important part of teachers'employment system in the university.The reform of employment system for teachers started late due to the traditional planning economy and personnel appointment system. As the difficulties of employment system, the implementation of elimination system is not optimistic in the university. To carry out the teachers' elimination system, there exists a series of problems which aroused controversies on legality, rationality, equity in academia. This article integrated management, organizational behavior, higher education and other basic principles and methods, and some experience from abroad, describes on the relevant issues.Firstly, this study clarifies the connotation of teachers'elimination system of the university. According to the theories of education and organizational behavior, this paper illuminates the important points of teachers'elimination system with the data analysis of the whole construction of teacher resources in university, based on the higher education act, teacher law and the education policy. Then, it analyses the controversies of teachers' elimination system as a result of the imperfect circumstances in university. Furthermore, the study explores the reason of these controversial questions from internal and external situation of university, and attempt to give some countermeasures and suggestions to improve the implementation of the elimination system for university teachers. I have great confidence that the implementation of teachers'elimination system holds a great deal of positive effects in university.
