All human activities throughout history are closely related to the education Learning,communication accumulation, creation of knowledge are all accomplished through education. Education is the "foundation stone" of human social existence and development, and the teacher is the "pioneer" of the "foundation stone". The social progress is inseparable from education, and education is inseparable from teacher. China's reform of basic education is fully implemented now, which will eventually be reflected in teachers'teaching process. Any educational reform would achieve nothing if there are no high-quality teachers, and their active participation. To develop teacher education is an important step of the strategy of rejuvenating the country through science and education. The new ideas, new concepts and new information of the new curriculum reform should be eventually put in place by vast educators. As First-line staff, PE teachers must always update their knowledge structure and improve their overall quality in order to adapt to the requirements of lifelong education. To accept in-service education has become the best way to improve their value.This paper is based on the present situation of in-service education of middle school PE teachers in Hubei Province, using the method of Literature, investigation, logical induction and statistics. This paper focused on problems existing in PE teachers' in-service education in middle school of Hubei Province:some teachers ideas lag behind and lack of motivation; school leaders neglect the PE teachers'in-service education; training content and training form is old and of low quality; training funds is insufficient and not in place; safeguard mechanism is not perfect and incentive mechanism is not yet formed. This paper also put forward corresponding measures:changing teachers'ideas and improve their initiative of participating in the training; diversify forms of training content and improve training quality; to provide funding and to establish funding shared system; improve laws and regulations and establish incentive-driven system; reasonably arrange training time and ease the conflict between teaching and training and accelerate the training frequency; learn from the experience of in-service education in developed countries.
