With the deepening of China’s educational reform, China’s PE industry has been flourished; physical education has also made great achievements. For Primary and secondary students, their levels of nutrition and their body Shape level have been improved to some extent, the healthy quality of the young students changed better. In2007, the Central Committee and the State Council issued "views on the strengthening of youth sports to enhance young people’s health"(Zhong Fa [2007]7). This subject follows the spirit of the document on the7th and document by Hubei Province on the10th. It is based on the lifelong physical implementation philosophy and quality education, and put forward under the background of drafting standard curricular physical education and health,the putting forward of sunshine educational philosophy and the implementation of the plan of sunshine sports.For the problems which primary and secondary school teachers meet in the process of implementation of new curriculum standard, this paper combines with the new "sports and Health "curriculum standards, the sun educational philosophy, the concept of lifelong education and quality education intends to explore the quality class of the primary and secondary school sports in the establishment of teaching goals, the choice of teaching content, instructional design, teaching methods, teaching means and teaching evaluation. How to implement the guiding ideology of "healthy, happy sports, lifelong sports"? How to dialysis and analysis the PE class in reality? Thus this paper helps to provide theoretical basis to the majority of primary and secondary school teachers to have a comprehensive understanding of PE teaching in new curriculum context. It also provides a reference for the reform and innovation of physical education in primary and secondary school, which will undoubtedly have a far-reaching historical significance and practical significance.By analyzing the status of junior high school sports curriculum classroom teaching in several major foreign developed countries, we can see that it is the research and development trends recent years to focus on physical health, respect for individuality, emphasize the social adaptation and the pursuit of competitive sports and lifelong sports. From the domestic reform and development of physical education, health curriculum standards and curriculum change, we have a clear idea about the guiding ideology of the reform of primary and secondary school physical education that is "healthy, happy sports, lifelong sports." The majority of primary and secondary school teachers changed their concept of education, begin to design the Physical Education Curriculum, to choose teaching goals and content, they innovative teaching methods and teaching means. They carried out extensive and in-depth discussion and innovation on teaching evaluation, exercise stress and other aspects of the physical education, but less involved the implementation of the new curriculum standards and its effect.Through retrospect on the reform course of the Basic Physical Education in primary and high school,with defining the physical education curriculum and discussing the relationship between effective PE teaching and the high quality of the PE teaching, a survey of research is conducted on326teachers, who have participated in the eighth education appraised activities of primary and high school in Hubei Province and come frorn18regions of Hubei Province such as Wuhan, Huangshi, Xiangfan, Jingzhou, Yichang, Shiyan, Xiaogan, Jingmen, Ezhou, Huanggang, Xianning, Enshi, Bristol, Qianjiang, Tianmen,Shenlongjia, Suizhou, Jianghan.. The research is aimed to solve the problems like the current situation of physical education teaching reform of the new circle, the meaning and characteristics of the physical education class of high quality, the constructive strategy on implementation of high quality sports class, and so on. We have watched and observed the competition site of the physical education class of high quality in the eighth education appraised activities of primary and high school in Hubei Province and the norm lessons of physical education in some areas., thus knowing about status quo of today’s high-quality sports class and normal class and getting first-hand information on this subject..The development of PE sophistication is dynamic, and restricted by politics, ecomony and culture,e.t. which is relative. The study of PE sophistication should undergo from the point of view of newly-reformed curruculum. Together with the opinion in《New course standard of PE and Health》, it is primarily considered that, in the background of new curriculum reformation, PE teaching sophistication should conclude3progressive variables,i.e. quality variable, process variable and value variable.High-quality Gym Class means the school can provide good sport atmosphere and cultural environment, under which favorable teacher-student and student-student relationships in class would be cultivated, can also have scientific and reasonable education and organization to give full play to various functions of physical education, to finish its multiple tasks, and ultimately to enable students to achieve the three-dimensional target advocated by the new Standards for Physical Education and Health Curriculum of "knowledge and skills, processes and methods, and emotions and attitudes", and to promote the development of the students’sound health and good physical activity habits.
