In the progress of service-oriented government construction and with the need of governmental functions conversion marked as "small government, big society", NGOs began to undertake government's public service functions. Because in the field of public goods supply, the government failure caused by the system of government and the market failure caused by market mechanisms provide NGOs with a practical basis to participate in public goods supply. Because of its identities such as voluntary, public welfare, non-profit, NGOs have advantage over government in the field of public goods supply by high efficiency, low cost, innovation and flexibility. Service-oriented government's taking the public demands as their aims is fit in with NGOs'ethics orientation of serve the community, volunteer public service.Firstly, the article present the concept of NGOs, rural public cultural products,and then explore the theoretical basis for NGOs to involve in the supply of public goods and the field which NGOs fit in the supply of rural public cultural products. Secondly, by analyzing the shortage of the government's single supply of rural public cultural products and the advantages, present situation, the difficulties in the supply of rural public cultural products by NGOs, the article point out that the government should support NGOs from policy, legal, financial and other aspects.Finally, NGOs should keep independence from government, enhance their own development capacity, break the bottleneck of voluntary failure, finally establish an interactive cooperation mode with the government to gain more resources to make up for the lack of the government's supply of public cultural products.The conclusions of the article includes:NGOs have become important assistant and rely-on force of social services functions of the government during the transit from the control-oriented government to service-oriented government; with the institutional environment optimization brought about by service-oriented government building, NGOs need to establish public rights-based institutionalized operation mode and a wide range of social supervision system on the premise that maintaining NGOs'independence, adhering to commonweal and volunteerism; By rational assignment and mutual cooperation with the government and enterprises, NGOs can realize their multiple purposes such as undertaking the government's public functions,easing the government's financial pressure,promoting enterprises'social responsibility, accelerating its own healthy development.
