With the diversification of the rural economy and the improvement of the farmers'living quality, the demand for public services in rural areas is increasingly urgent. As grass-roots governments serving rural areas, township governments should gradually shift their work emphasis to providing public service to meet the greater need in rural areas, this shift requires township governments to improve their own public service capacity actively. However, as the public service capacity relates to the power resource, financial resource, human resource, authority resource, cultural resource, information resource and structural resource, which have a lot of problems, and there also exist institutional factors which have great impact on the public service capacity, the governments will face great difficulties. How to solve this dilemma is a challenge which the township governments have to face. The purpose of this article is to explore improving approaches of the current township governments'public service capacity through a combination of theories and investigation results.The study methods are literature research method and investigation research method. The literature study reviews and interprets issues around key concepts, as well as the current situation of China's rural public service, and the problems of the township governments and the countermeasures. Two towns of Raoping—Lian Rao town and Fu Shan town are selected in the investigation study as representative samples, and the investigation results are used as analysis materials in the following chapters.Then the author analyzes the problems in the public service of the local governments and sums up the improving advices at last.The conclusion of this article is that functions of the township governments should be repositioned, and problems of those resources should be solved gradually, but what's more, further study should go on in the areas of supporting systems.
