Village To The Society: Community Mobilization And Community Residents To Participate In The Practice Of Logic,

Urbanization is one of the important sign of social development. Lots of districts appear a phenomenon that rural area turns into urban area as our urbanization develops quickly after the reform and opening up, and the higher level government try to make the rural standards the urban by the change. To achieve "rural to urban",local government and residents committee must mobilize residents strongly to push them join in the "rural to urban" activity positively besides the higher level governments launch a strong policy mobilize, release the text policies and implement a monitoring strategies. Community participating reflects whether residents accept "rural to urban" or not directlyAs the traditional mass mobilization declined gradually in China, a new type called local authority-type mobilization begins to explain the process and results of the mobilization which residents committee has on residents and it can also be used as a main form to policy and community mobilization. Therefore, local government should actively implement the local authority-type mobilization to make the residents walk to the new type of community life and participate in community activities positively in the process of "rural to urban" activity. The intensity level of the mobilization should influence the intensity level of residents'community involvement in the "rural to urban" activity.Based on the arrangement and analysis of the home and abroad literature, took "rural to urban" activity of Y community in Shandong Province as a case, introduced society mobilization and rational choice as a theoretical guidance, this thesis did a research with sociological methods including descriptive statistics, correlation analysis to the practice logic between community mobilize and residents' participate, and it can be found that the higher level government had a strong policy mobilization in "rural to urban" activity while the local government had a serious mobilization missed and the residents' committee hold a weak local authority-type mobilization belonged to non-cooperative game, the latter two lead to the policy mobilization failure of the higher level government directly. Residents'participating in community activities had no correlation with community mobilization though it was weak too. Based on scholars' research that community attribution, community identity, community trust were the key factors to community participating, we can make a conclusion with date analysis by introducing the three into Y community after "rural to urban" activity that the three variables still had vital influence on residents' participating behavior as a result of their rational choice, and had positive relationship between each other.China has wide rural areas and a large rural population, so the conclusion of the analysis to Y community can only stand for a few areas with similar "rural to urban" background, and specific questions needs specific analyzing for most "rural to urban" areas which have different locations, different circumstances and different conditions.
