In 2010, China issued the 12th Five Year Planning, which calls on to encourage educational fairness and improve educational quality. In this way we can accelerate the speed of China's educational reform. Teachers condensed in them are the intangible resources. Thus the rational is helpful to ensure that each student obtain good educational resource fairly. Meanwhile, the class itself affects the distribution of teaching resources. Therefore, among a class, both the class size and teaching efficiency matter the distribution of teaching resources, and concern the improvement of educational fairness and educational quality.There are a number of factors affecting teacher's working efficiency, which can be divided into two kinds:internal and external factors. Internal factors mean the background and characteristic of a teacher; while external factors mean those irrelevant to a teacher himself. Through checking the related literature, this thesis has chosen class size as the external factor, and talked about the relationship between class size and teacher's working efficiency, as well as how the working efficiency is under each circumstance.For this purpose, this thesis is done on the basis of collecting and sorting literature, questionnaire investigation and interviews. Through data analysis the conclusions finally turned out. This thesis picks classes and their teachers in the medium-level junior school as the target, then classifies class size into the following 6 kinds:with students of 15 below,15-19,20-24,25-29,30-34,35 and above. Similarly, teachers'working outputs includes 10 refining indexes:achievement, approve, team spirit, teacher-student relationship. Teachers' working inputs includes 5 refining indexes:teaching management load, class management load, professional development load, supervisor management load, parents and society supervision load.Finally, this thesis has 5 conclusions. (1) A class with students of 25-29 is the ordinary class size in Shanghai's junior schools; (2) class with 15-19 students should be taught by a head teacher who is 51-year-old, owns 31 years'or more teaching experience and a mediate title, teaches major subjects; (3) class with 20-24 students should be taught by a teacher who is 31 to 40-year-old, owns 11-20 years'teaching experience, a bachelor's degree and a mediate title, teaches secondary subjects; (4) class with 25-29 students should be taught by a teacher who is 31 to 40-year-old, owns 3 years' or below teaching experience, a master's degree and a senior title, teaches major subjects; (5) class with 30-34 students should be taught by a teacher who is 41 to 50-year-old, owns 21-30 years' teaching experience, a master's degree and a senior title, teaches major subjects.Therefore, schools, teachers and education departments should take corresponding measures, to make sure teachers can try their best, and the student can obtain more fair and efficient educational resources in turn.
