The new curriculum reform is a very important problem in the education reform of national regions.Our country is a multi-ethnic country,so,every nation has very big difference on the language or languages,customs,tradition s.When advocating the pluralistic culture,how to construct a country of pluralism socialist democracy,is a very important topic which every nation needs research.In our country,national regions of regional area occupies more than 60%,but minority number only 10%.How to learn mainstream culture in order to integrate the mainstream society and assume responsibility that securities,inherites,develops the national magnificent culture is a problem which is urgently solved in the new curriculum reform of national regions.So,in the current situation,To maintain national "curriculum" in total goal,content,method,etc.preservat and develop the national culture inheritance of rational composition,how to philosophy for lead has very vital significance in the proccess of the new "cirriculum" in national regions.This paper divides into three parts,in which discusses the "proper" idea of philosophy in the new cirriculum of national regions.First part,from the issues arise from the theory and practices of the new courses reform of ethnic region, we reach the research meaning of this article through analyzing the reasons of the issues. The philosophical ideas are those practical wisdoms which can guide our practice. The philosophical ideas of new courses reform of ethnic regions reflect the value of ethnic education, which are the beacon of the reform. We can clarify the cultural-heritage mission of the new courses reform further using the precursory philosophical ideas as the lead. Therefore, we can make the new reform show its due implemental value.The second part,this section discusses due philosophy about five fields of reform about course values,curriculum content,curriculumimplementation,cur riculum activities method,curriculum evaluation which were involved in "curriculum".In the national curriculum values,national education belief should be for signs,materialize the dual goal;In the national curriculum contents,that should reflect the idea of "harmony but not echo",reach the harmony and unity in the mainstream culture and subculture,science and humanities;In the curriculum implementation aspect,put forward the idea that cultural grounding in inheriting cultural perservation,creative culture to development;On the way of the course,propose the idea of "live"to think learning,including teachers itself change"live"---self-taught,in order to ascend and into the curriculum activites to the national "life"and cooperative,explore ways of learning;In the curriculum evaluation aspects, whether working with the personhood, putting forward the idea of strong roots consolicated cost.The third part,summ up the value of this paper and study the prospect. "The Reform of New Curriculum"in national regions should not only reflect the "curriculum"generality,but also highlight distinct national character.Make it a dialectical unity in every link of the curriculum reform,so as to achieve the mission that about the basic education in national regions of inheritance and preservation innovation,to carry forward national culture,in order to promote the common development of all nationalities.
