On Policy Coordination Of Generalized System Of Preferences On Education And Family Planning In The Country

Currently, numerous policies of generalized system of preferences(GSP) benefiting people are introduced. However, for lack of convergence and coordination, some of the GSP policies are not consistent or even go contradictory to the national policy of family planning, and the families complying with the family planning policy who contributed for the nation have impaired benefits. This paper examines and analyses the reasons for some of the GSP policies on education in the country that run counter to the family planning policy, Finally, it investigates the measures of coordinating policies that alleviating serious problems, and proposes to afford priority preferences to the families complying with the family planning policy.The paper analysis reasons of policy conflicts, and puts forward the countermeasure suggestions. It has five chapters:Chapter 1: This part mainly introduces the research background, policy of generalized system of preferences on education and the family planning policy have collision now.Chapter 2: This part list and analysis theoretical foundation in solving the policy collision.Chapter 3: This part elaborates implementation of policy of generalized system of preferences on education in the country. This part first introduces the Implementation Background of policy;Then illustrates the main contents of policy; Finally summarizes the present implementing situation of policy in The Longquan Yiqu, The Lezhi county, and The Ebian Autonomous County in Sichuan Province.Chapter 4: This part elaborates necessity of the family planning policy in China; and analyzes reasons of Policy conflicts.Chapter 5: This part puts forward the proposal on solution corresponding question basing on the analysis result of preceding chapter. It involves the principles; the coordination of funding, policies and departments; and the construction of interest-oriented mechanism of Family planning.
