The quality of teaching is the lifeline of higher education teaching quality. Along with the popularization of higher education in China, the qualities of college teaching become the focus of attention theory and practice of higher education in the field. College teachers are the backbone of university education and teaching. The progress of scientific and technological, the diversifications of social needs, and the diversification of personnel training models, raised a number of new demands and challenges to teachers'work. We promote collaboration; use the wisdom of team to solve outstanding problems in the teaching process and protect the quality of teaching by teaching team. Therefore, the teaching team-building is of great theoretical and practical significance.Now, China's colleges and universities have been established at all levels and types of teaching teams. In the field of theory and practice, there are much relevant research results on teaching team. But what are the factors to restrict teaching team to operation? How to make the teaching team to function effectively? Slightly, there are litter results in this regard. This research has selected"team capability"as objective that has much research value.This article takes the team ability as an angle of view, and uses enterprise ability theory, team management theoretical to analyze connotation of university teaching-team ability. It is a set of ability that can achieve the team's goal or duty, which is based on the team's resources, ability and the knowledge, obtained through team's long-term study and the accumulation. then, we elaborated with emphasis the structure of teaching team capability, namely connotation and reciprocity of the capability to control resources, the capability of team coordination and the ability of team control; Next, we research from the environment view of Ecology research, then take organization's environment as a breakthrough point, divide teaching team's organization environment into two parts: the Internal organization environment and the exterior organization environment ; the former mainly includes the team structure (knowledge, ability, age structure and so on), team prospect, team's standard and team culture. All those constitute teaching team's internal environment. The latter mainly includes external factors such as the idea support, the talented person and the physical resources support, which are related the teaching team's survival and the development. They constitute teaching team's exterior organization environment. Then, basing on analyzing organization's environment, take optimizing the organization environment as purpose, we elaborate how to further promotes developing the teaching-team capability.
