Joining WTO indicates China urbanization will jion into the process of urbanization.This means the city will undertake different roles in the field of international industry chain conversion process .Facing fierce competition, the city government management as a city, to dig the behavior, the city idea and visual identity system, give full play to the advantages of public relations activities, show charming urban, establish the city own brand, improve visibility and reputation of city, strengthen urban appeal and make the city more irreplaceable. Due to the government's public relations management application issues are extensive and complex,.This paper integrates marketing, brand management, communication, public relations, and relates theory of overlapping between them, as far as possible, multifaceted, and multi-level comprehensive research on. Based on the definition of urban management and public relations and the theoretical model, this paper probes into the concrete practice is analyzed in urban management of government public relations, the public and the main characteristics of media. The government public relation in understanding the functions and roles, from the current situation of the urban management, combined with the practical example, discusses the application form of government public relations.
