The urban and rural compulsory education integration is an inevitable trend of social development and an important component of realizing the goal of urban and rural integration.As a whole to promote the integration of urban and rural compulsory education is an important means of implementing compulsory education balanced development,is the need of further promote education fairness,is comprehensively deepen reform need,is a new type of urbanization in our country human-centered construction and the needs of the socialist new rural construction.Governments bear the main responsibility to promote the development of the integration of urban and rural compulsory education,but in the face of the present stage of urban and rural compulsory education,different quality roots in the government main body responsibility implementation does not reach the designated position,so the introduction of management by objectives optimization government compulsory education way to fulfill obligations,effectively promote government compulsory education responsibility implementation in place,efficiently and the development of the integration of urban and rural compulsory education as the main purpose of the research in this paper.Firstly,the thesis expounds the background,purpose,significance and the present situation of urban and rural compulsory education integration,and then establishes the research idea of the thesis.Followed by clarifying the connotation of the integration of urban and rural compulsory education development with the target of the connotation and characteristics of management theory,the state government's target management theory and the application of advantage,and explore the government implement target management specific role to promote the development of the integration of urban and rural compulsory education;Then,taking yangjiang city as the object of inquiry,through collecting data and conducting field research on the selected area,we fully understand the status quo of the integration of urban and rural obligations education.According to the research results,the problems existed in the development process of education integration in yangjiang city were discovered and the reasons for the formation of the problems were analyzed.Accordingly,can consider how to use the theory of objective management in recent years in our country,the successful experience of different public domain application and combined with the government to promote the integration of urban and rural compulsory education on the basis of development work,puts forward the concrete countermeasures and suggestions for the government to carry out the goal management to promote the integration of urban and rural obligations education.Literature search,field investigation,system analysis,the application of objective management,the integration of urban and rural compulsory education development and other related theory,the theory with practice,to improve the government in the performance of the obligation education responsibility when the condition of the absence.By giving full play to the dominant role of the government,we try to make innovations and breakthroughs in the slow settlement of the integration process of education in urban and rural areas.
