In the era of knowledge economy,talent is the motivation to develop the whole worldand is the key to improve the comprehensive national strength of each country. Withouteducation,developing and cultivating talents is cannot be done. With30years’ reforming andopening up,China’s overall gross domestic production continues to increase and to improvethe whole society continuously,demanding for cultural education,especially the importanceof basic public education more and more national attention for all. Therefore,how to ensurethe fairness of education has become the whole society is most concerned about a problem themost direct and the most realistic. The party and the central government also attach greatimportance to education,especially the importance of basic public education on the wholesociety and all people.The report of the17th Party Congress pointed out:To effect run thepeople’s satisfaction of education,optimizing the educational structure,promoting balanceddevelopment of compulsory education.The eighteen Party Congress report stressed onceagain:Education,especially basic public education is the cornerstone of national rejuvenationand social progress,the party and government at all levels should adhere to the principle ofgiving priority to education development,to fully implement the party’s education policy,todeepen the comprehensive reform in the field of education,to improve the quality ofeducation, to preschool education of nine years of compulsory education balanceddevelopment,to vigorously promote education equity,the rational allocation of educationalresources,focusing on the rural、remote、poor and minority areas. In2010,the party haspromulgated the“National long-term education reforming and development plan (2010—2020)”,it also stressed that we should promote fair education as an important valueorientation of education reform and development and promote the balanced development ofurban-rural basic public education as one of the priorities of China’s current education.The author of this paper as an administrative management professional student,mainlyfrom the government point of view to study the basic public education to promote thebalanced development of urban and rural areas in the process of government performance andits causes,where responsibility is not in place in the three aspects of education fundsmanagement,teacher management and educational resources management,and puts forwardin the promotion of China’s urban and rural basic public education in the course of balanceddevelopment,the government should earnestly fulfill their responsibility initiatives. Thisthesis consists of six parts:In the first part,the author introduces the purpose、significance、research methods、the innovation point of the thesis and literature review of the research. Inthe second part,the author defines the related concepts in this thesis. In the third part,theauthor elaborates the related theories used in this thesis and theoretical support for this paper.In the fourth part,the author analyses the basic public education in urban and rural non-government existing in the course of balanced development in three aspects of educationmanagement,teacher management and school resource management responsibility. In thefifth part,the author analyses on basic public education to promote the areas whose basiceducation is must be developed in the process of government to fulfill the responsibility andthe reason is not in place in the three aspects of education funds management,teachermanagement and educational resource management. In the sixth part,by analyzing the fourthand the fifth part of the paper,the author promotes China’s urban and rural basic publiceducation balanced development process,the government should earnestly fulfill what theyhave to do to do their initiatives.
