In 1901, the Qing government started to implement the"New Policy".It was an method of helps oneself, but it plays an important role in change the traditional system and promote social progress , it was open the door of China moves toward modernizing . Under such historical perspective,Gong Sang Nuo Er Bu was the Mongolian noble in the late Qing Dynasty, he carried on a series of educational reform in Inner Mongolian,which Complied with the upsurge which encouraged education to save the nation at that time and inaugurated the new time in Ke la qin area and even the entire Inner Mongolian.For the noble, Gong Sang Nuo Er Bu knowed the significance of the education,realized the education can develop people's wisdom and make people strong and rich. Therefore he takes seriously to education,successively set up new style schools such as Chong Zheng School, Yu Zheng School and Shou Zheng School ,spreaded the Western advanced science and culture knowledge, enabled the Mongolian people to get rid of the unenlightened condition. He advocated that the people should accept the education equally, the national minority should also be the same with the Han Nationality, has the equality right to receive education and he also requested the female to accept the education.Meanwhile, he has carried a series of action to promoted culture,such as,established the library, published the newspaper, learned to read and eliminated illiteracy, sent student to other schools or overseas, these actions promoted the education and the economic civilization development of the Inner Mongolian.Gong Sang Nuo Er Bu 's educational practices pioneered the Mongolian's modern education and led the fashion of set up schools in the Mongolian area. It also broke through the obstacle of the old-style education and broke the condition of"study in the temple". This caused more people to accept the education and introduced the Western's natural knowledge, science and technology, music and so on to the education system, trained large quantities of new style talented people.It not only promoted the Ka la qin's culture and education's development but also effected other place's education innoyation.But because the limitation of the social class and the time , Gong Sang Nuo Er Bu 's educational practices has the obvious characteristic of semi-colonial and semi-feudal principle . From the perspective of education to strengthen research Gong Sang Nuo Er Bu should put he in his specific historical backgroud, researches Gong Sang Nuo Er Bu's contributione on the idea that the Mongolian tried to save themselves in the situation of the semi-colonial and semi-feudal society , And to further enrich the understanding of transformation of the old and new education in the Inner Mongolia.
