A Research Of The Policy On Education For Migrant Workers' Children In Urban Area Of China

As China's urbanization and industrialization process is accelerating, a large number of farmers have come into the cities for work. Migrant workers have made great contributions to the rapid development of our economy and society, but their children can not receive compulsory education equally in cities which has been paid more attention by governments at several levels and the society. Subsequently, the central government has formulated a series of policies which make clear that the local governments should take the responsibility and public schools should be the main recipients for migrant workers'children. The implementations of local government have greatly improved these children's educational environment, and effectively guarantee the realization of their rights to compulsory education. The thesis is based on the implementation of the policy in urban area of China, not only summarizing the evolution and development process of the policy, but also analyzing the effectiveness and the lack of policy implementation of various cities comparatively. For policy implementation process, we are still experiencing many difficult obstacles such as public educational finances, the household registration system of barriers, the management of compulsory education, social inclusion of migrant workers'children. Consequently, the author proposes a step by step strategy of migrant workers'children, hoping to achieve equity goals of compulsory education.
