Therefore, with the equalization of public services perspective for the study of migrant workers’ children education problem is very urgent, very practical.According to the2003" two" policy implementation for watershed, this article expounds respectively the two stages of the migrant workers children’s education, the first phase of the main problem is the" entry difficult," second stages" is the main problem to school difficult" is not solved completely, the education process is not equal and the compulsory education problem after the start; secondly, the reasons of these problems are analyzed, including:public finance system reform lag, the household registration system and the management of the floating population system is backward, management of educational institutions and service does not reach the designated position, curriculum system and examination system lag; then, the United States, Britain, India, combs, South African education fair experience; finally, in reference to foreign education fairness on the foundation of experience, put forward to alleviate China’s migrant workers children’s education services not equal problem countermeasures, including:Construction of migrant children’s education plan, innovation within the region education services, reform curriculum system and examination system, strengthen education service supervision.
