Since the Reform and open policy, our country rural elementary education has made a series of remarkable achievements, such as education investment continuously increasing, obligations education for free, etc. The attention of the nation makes rural elementary education improve drastically, however, from the current situation of rural fundamental education, it still exists many problems, such as the teachers in urban and rural has a great difference, rural education quality based unable to guarantee, etc. In 2010, National education reform and development planning medium-term outline (2010-2020) has released, it suggests promoting education fairness and improving education quality are two important things for our future works. In this background, making the research of rural fundamental education has great realistic significance.This article takes Tangshan, Cangzhou, Xingtai-the three cities of Hebei Province for example, through the research on rural education, to combine the countryside elementary education and rural teachers recourse organically, both of which are scholars generally concerns most.Based on the foundation of rural teacher resource is the important factor inflecting educational quality, this article makes a thorough and specific analysis. The result is benefit to improve the rural teacher's level and rural educational quality for different areas of Hebei province. The article summarized the indicator system of rural teacher resource and rural educational quality through literature research, as well as put forward the overall model and related assumptions. Then, all of them are tested and proved furthermore through the use of empirical research.The study analyzes the situations of rural teacher's level and rural educational quality according to the data collected by questionnaire surveys. The article proposed the overall model of rural teacher resource and rural educational quality. The paper finally advanced some policy recommendations by using descriptive analysis, correlation regression analysis, and other statistical methods to make verification.
